Over 30 years of successful Internal Consulting and Project Management with the Department of Defense and various private for profit and non-profit organizations. Well versed in Planning, Programming and Budgeting associated with the Program Objective Memorandum required of all Federal Agencies. Lead teams for two major commands during planning and implementation of Base Realignment and Closure actions in 1991, 1993, 1995, and 2005. As Chief of the Consulting and Quality Division, the Quality Program development and implementation was under Hilory’s sphere of control. Hilory created a World Class Quality Training Facility focusing on quality principles; Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis; Risks Analysis; metrics; and customer service training. Hilory directed the development and implementation of Activity Based Costing (ABC) and Activity Based Budgeting (ABB) for the Air Force Materiel Command (AFMC) and the Honorable Michael Dominguez, Secretary of the Air Force.
Hilory is an Alumnus of the Georgia Institute of Technology with dual degrees in Chemistry and Industrial Engineering/Management. Hilory has been certified as an Electronics Technician in accordance with NASA standards and received Certification as a Business Process Reengineering Practitioner Awarded by the Honorable Arthur L. Money, Assistant Secretary of Defense, to less than 100 people. Among other awards Hilory's Organization received the “Secretary of the Air Force Award” for Quality an equivalent to the prestigeous Baldrige Award.
